Uganda’s current rule applies a 15% withholding tax to net winnings from betting or gaming, including an Aviator cash-out. “Net winnings” means the payout minus the amount staked on that game or bet.
Section 12 of the Income Tax (Amendment) Act, 2026 requires payers to withhold tax on gaming or betting winnings. According to section 1 of the Act, it commenced on 01st July 2026.
Section 12 also expressly defines winnings as money received above the stake placed on the relevant game or bet. Part XI of the Third Schedule fixes the withholding rate at 15%. For an Aviator cash-out, the calculation starts with the payout, subtracts that bet’s stake, and applies 15% to the remaining difference.

How the 15% Aviator winnings tax works

The tax calculation has three steps:
- Identify the payout credited after a successful cash-out.
- Subtract the stake attached to that winning bet.
- Multiply the remaining net winnings by 15%.
The formula is:
Withholding tax = (payout − stake) × 15%
The amount credited after tax is:
Net payment = payout − withholding tax
If the flight ends before cash-out, there is no winning payout to tax.
Aviator tax example in Ugandan shillings
Assume a player stakes UGX 20,000 and cashes out for a total payout of UGX 100,000.

This mirrors URA’s FY2026/27 example. The UGX 20,000 stake is excluded from taxable winnings, so the operator deducts UGX 12,000 and pays UGX 88,000.

Who deducts and remits the tax?
The operator paying the winnings acts as a withholding agent: it deducts the tax, pays the balance, and remits the withheld amount to URA.

Player tax and operator gaming tax are different
The 15% withholding applies to a player’s net winnings. A separate 30% gaming tax applies to the operator’s gaming revenue, calculated as total stakes less payouts for the filing period.
That 30% is not an additional deduction from one player’s Aviator payout. It is an operator-level liability. Confusing the two rates can wrongly suggest that 45% should be removed from a player’s winnings; URA’s guidance does not calculate player tax that way.
