Uganda’s minimum age for sports betting and casino gambling is 25. Learn what the law says about age verification, online betting, and responsible play.
For sports betting and casino gaming in Uganda, the publishable minimum-age position is 25 years. Section 1 of the Lotteries and Gaming Act, 2016 defines a “minor” as a person below 25.
The National Lotteries and Gaming Regulatory Board also identifies a minor as a person under 25 and states that allowing a minor to participate in gambling is an offence. This position is set out in the regulator’s official underage gambling guidance.

What Uganda’s Gambling Law Says

Uganda’s Betting Age-Verification Requirements
Regulation 5 of the Lotteries and Gaming (Betting) Regulations, 2017 requires every person seeking access to betting premises or facilities to produce a National Identification Card. A foreign national must produce a passport.
Regulation 5 also prevents a licensee from:
- Allowing a minor into licensed betting premises
- Permitting a minor to operate a gambling or betting machine or device
- Making gambling or betting activities available to a minor

Did the 2018 Amendment Lower the Betting Age to 18?
No. The enacted amendment did not replace the Act’s definition of a minor as somebody below 25.
The Lotteries and Gaming (Amendment) Act, 2018 amended several parts of the 2016 legislation, including definitions relating to betting intermediaries and public lotteries. However, it did not enact a new 18-year definition of “minor.”
Proposals that may have appeared in an earlier Bill should not be treated as enacted law. The legally relevant texts are the Act as passed and the subsequent enacted amendments.
Penalties and Legal Responsibility
Under section 57(3) of the Lotteries and Gaming Act, a licensee or its agent commits an offence by accepting payment from a minor or permitting prohibited access. The stated maximum penalty on conviction is 1,000 currency points, imprisonment for up to four years, or both.
This is an operator-side statutory offence. It should not be presented as an automatic penalty imposed on the underage person. Section 58 separately creates an offence where an adult subscribes to a public lottery on behalf of a minor.
