Can One Licence Cover Every Gambling Service in Uganda?

Learn why Uganda’s gambling licences are activity-specific, which licences Bangbet holds in 2026, and how players can verify operators and seek support.

No universal licence automatically authorises every gambling service in Uganda. Licensing follows the activity, category and operating mode granted. An operator offering online sports betting and online casino games therefore needs authority covering both.

Company registration, a betting licence or a familiar brand does not permit lotteries, bingo, casino games, machines, software and every other regulated product. This guide explains Uganda’s system and Bangbet’s position.

Why one licence does not provide blanket permission

The NLGRB licensing process applies sections 41 and 42 of the Lotteries and Gaming Act, 2016, now Cap. 334. Applicants must specify the activity requiring permission and the licence type. The Board examines suitability for those activities.

The Board may approve an application, reject it, or grant one or more specified activities while rejecting others. Approval is therefore bounded by the grant; it is not unrestricted permission for unapproved services.

Mode also matters. The register distinguishes online from land-based authorisation. A land-based entry does not automatically authorise an online platform, while an online licence does not automatically approve physical premises or machines.

Uganda has several gambling licence categories

The regulator’s official licence categories include national and public lotteries, promotional competitions, casinos, general betting, bingo, pool betting, gambling software, machine operation and gaming-equipment supply.

They regulate different functions. General betting covers online or land-based wagering on a race, competition, event or process. Casino licensing covers approved casino gambling, including cards, roulette or slots, and may include approved online platforms.

Software licensing applies to providers whose software affects wagering outcomes. Machine licensing covers physical gaming or betting machines and expressly excludes online games. Businesses must match each service to the correct approval.

Bangbet Uganda’s two online licences

The NLGRB’s 2026 licensed operators register identifies Everwin Golden Silk Uganda Co. Limited as operator, Bangbet as trade name and www.bangbet.com as website. Last updated on 31st August 2026 and rechecked on 30th September 2026, it lists two online licences:

The betting licence supports authorised online betting; the separate casino licence supports authorised online casino activity. Bangbet therefore does not rely on one betting licence to cover casino services.

These entries must not be expanded beyond their wording. They do not prove Bangbet holds bingo, public-lottery, land-based machine, software-supplier or equipment-manufacturing licences. Nor do they remove game approvals, technical standards, anti-money-laundering, tax, verification or consumer-protection duties.

How to verify an operator correctly

Use the latest NLGRB register, not an advert, badge or screenshot. Match the legal entity, trade name, website, category, mode and number, then confirm the offered product fits that category.

The register is time-sensitive. Older numbers may have expired or changed. Check the regulator’s live licensed-companies section and later notices before depositing or calling an operator licensed.

A licence does not guarantee winnings, instant transactions or financial safety. It shows regulatory authorisation for the stated activity and mode, subject to law and licence conditions.

Responsible play and age restriction

Real-money betting, gaming, and casino participation in Uganda is restricted to people aged 25 years and above.

Section 1 of the Lotteries and Gaming Act 2016 (Act 7 of 2016) defines a minor as “a person below twenty-five years.” Section 57(1) prohibits a licensee from accepting payments from a minor, while Section 57(2) prohibits allowing a minor to access or enter casino, gaming, or betting premises. Section 57(3) addresses violations committed personally, by mail, electronically, or through other means. Gambling involves financial risk and must be entertainment, not income. The NLGRB’s responsible-gaming guidance advises spending and time limits, protecting essential money and never chasing losses.
