Rogers Mato was booked in the 77th minute before being replaced by Allan Oyirwoth in the 87th as Uganda successfully managed the closing stages.
Libya’s Mahmoud Al Shalwi received another late booking, but there was to be no dramatic equalizer.
The final whistle confirmed a 1-0 Uganda victory, with Vula’s solitary strike separating the teams.
